# v0.3.0 # { "Depends": "py-genlayer:5jycge4q8k23462jtb0b9fyey1s9qz928sz2nbrd9mg4sxqg2qng" } """ QUORDA - Neutral procurement clearing Intelligent Contract. QUORDA decides who should win before a deal is formed. Deterministic code enforces identity and hard numeric constraints. GenLayer validator consensus is invoked ONLY for the ambiguous, product-specific judgment: which surviving bid best satisfies the buyer's declared natural-language priorities against independently checkable evidence. State machine (branches, not a single line): OPEN -> BIDDING_CLOSED -> FILTERED -> UNDER_JUDGMENT -> AWARDED -> NO_VALID_BID -> NEEDS_CLARIFICATION -> UNDER_JUDGMENT (retry_judgment) OPEN -> CANCELLED Commitments (what actually binds on-chain, not caller-asserted hashes): - rfq_hash and soft_policy_hash are computed BY THE CONTRACT from the full rfq_spec_text / soft_policy_text supplied at create_rfq, via Keccak256. A caller cannot submit an unrelated hash for either; the hash is always a function of the exact text stored on-chain. - bid_hash is computed BY THE CONTRACT from keccak256(rfq_id | seller_address | price_cents | latency_ms | evidence_url) at submit_bid time, binding the commitment to the bidder's identity and every material bid term, not just an opaque caller-supplied string. - soft_policy_text and every bid's price/latency/evidence_url are immutable once written: there is no method that edits them after create_rfq / submit_bid. filter_hard_constraints and judge_award only ever read them. Retry path (NEEDS_CLARIFICATION is not a dead end): - retry_judgment(rfq_id) re-runs judgment over the SAME immutable survivor set, SAME soft_policy_text/hash, with no caller-supplied parameters at all - there is structurally no way to rewrite the policy or bids on retry. Bounded by MAX_JUDGMENT_ATTEMPTS to prevent unbounded re-rolling. Remains fail-closed: a retry can only ever move to AWARDED (with a winner drawn from the original surviving set) or stay/return to NEEDS_CLARIFICATION. Deadline enforcement: `gl.message.datetime` (an ISO-8601 UTC timestamp string, fixed per-transaction and identical across all validators - verified live via a real consensus write) is used as the on-chain clock. `deadline` is stored as an ISO-8601 string and `submit_bid` rejects any bid whose `gl.message.datetime` is at or after it. `created_at` is a monotonic creation ordinal (RFQ id), not wall-clock time - it exists only for stable ordering, not for deadline logic.
