# { "Depends": "py-genlayer:5jycge4q8k23462jtb0b9fyey1s9qz928sz2nbrd9mg4sxqg2qng" } """EVERKEEP: an autonomous infrastructure stewardship fund. Infrastructure that can keep itself funded, verified and maintained. An organisation has a mission, a versioned constitution, a treasury, a registry of infrastructure it maintains, and a registry of the service providers it may pay. Maintenance runs as a cycle that repeats for as long as the treasury and the rules hold: asset enrolled -> service due -> work order -> provider does the work -> evidence -> deterministic preflight -> GenLayer adjudication -> decision -> appeal window (readjudication) -> finalization -> settlement or no payment -> asset back to monitoring -> next cycle Everything ordinary code can decide is decided here in code: who may act, whether an asset and a provider are enrolled for this kind of work, whether the payment fits the constitution's limits and the treasury, whether the evidence the rules require is on file, whether a window is open. None of it is put to a panel. What code cannot decide is put to GenLayer as one question: given this constitution, this asset, this exact version of the work order and the evidence filed against it, does the evidence establish that the maintenance was done as required? Each validator examines the photographs and reads the documents itself, and rates every requirement that applies (the constitution's maintenance principles in scope for this kind of work, the work order's acceptance criteria, and three consistency requirements the contract always asks). Code grounds each rating, derives the outcome and records a decision with its own evidence snapshot: conflicting evidence -> UNDETERMINED any requirement shown NOT SATISFIED -> REJECTED any requirement NOT ESTABLISHED, or the evidence judged insufficient as a whole -> UNDETERMINED otherwise -> ACCEPTED A decision is appealable for the window the constitution sets. An appeal opens an evidence period and ends in a readjudication: a new decision, linked to the one it reviews, which is never overwritten. When no appeal is open and the window has passed, anyone finalizes the standing decision. A finalized acceptance makes the payment releasable and anyone may then settle it to the provider; anything else closes the work order unpaid and returns its commitment to the treasury. Either way the asset returns to monitoring and the next work order can be created. There is no owner and no administrator. The founder is the first steward. Stewards act only under the constitution in force, and the constitution, including who the stewards are, changes only by a motion that waits out a window during which any one steward may withdraw it. The same motion, with its own window, is the only way to dissolve the organisation.
